Merchant Shipping Office The Directorate General of Merchant Shipping which is the shipping administration arm of Sri Lanka has the overall responsibility for overseeing maritime concerns. Directorate General of Merchant Shipping deals with ensuring safety of life and property at sea, maritime education, training, examination and certification, registration of ships under Sri Lanka flag, Licensing of Shipping Agents, Container Depot Operators, Container Terminal Operators, Container Freight Stations, Freight Forwarders or a Non Vessel Operating Common carriers and implementing provisions of all applicable international Maritime conventions and national regulations. As its overreaching responsibility in Sri Lanka, the DGMS develops and implements the government’s maritime safety policy. In this remit, though, it has many roles including checking of ships for compliance of Sri Lankan and International Safety regulations (Flag State and Port State Control). Position Programme/ Strategy development Officer Reporting To Director General of Merchant Shipping Job Responsibilities ? General Administration of the Merchant Shipping ? Enforcement of the Licensing of Shipping Agents ,issue of annual licenses and monitoring of Freight Forwarders, Non Vessels Operating Common Carriers, Container Depot Operators, Container Terminal and Container Freight Station Operators . ? Seafarer Registration, enforcement and termination of Crew Agreements ? Facilitation of Ship Owners to purchase ships and deal with their problems related to shipping ? Facilitation and enhancement of employment opportunities in foreign ships for Sri Lankan seafarers ? Registration of Ships under the Sri Lanka flag ? . ? Issue of COR to foreign certificated Seafarers employed on board Sri Lanka flagged ships. ? Issue of Continuous Discharge Certificate (CDC) to seafarers and revalidation of same ? Registration of Seafarers ? Issuing and Re-validation of Competency Certificates for seafarers ? Issue of Licenses to Shipping Agents ? Provide accurate, complete and timely statistic / financial information for managing and monitoring the activities. ? Direct and coordinate the establishment of budgets and monthly management accounts ? Preparation of foreign shipping agreements, MoUs, STCW convention ? Analyzes micro and macro environment in order to change / improve institutions short / long term strategy ? Experience in the review and analysis of operating results and the development and implementation of long and short term strategic plans ? Analyze the general economic, business, and financial conditions and their impact on the organization's policies and operations. ? Experience in analysing and interpreting statistical and accounting information for management decision making
