Integration Exemption and other In Country Regulatory Processes: An overlooked but critical challenge within the supply chain due to the complex and uncertain environment with respect to In Country exemption process for donor funded shipments. MEXUG have worked in close cooperation with the relevant governmental agencies to expedite this process. Simplified and streamlined processes and regulatory procedures would have a dramatic effect on the efficiency of the overall supply chain. Transborder movements: Within East Africa, commodities are often required to move across multiple destinations to their final destination (multiple land-locked countries). MEXUG established border offices partnerships across the region to expedite these movements. Coordinated processes and common data platforms for sharing information across border offices ensures no choke points at borders. Control Tower Operations: ‘Evolution’ to a 4PL & 5PL entity that allows the establishment of effective control towers that oversee and manage all aspects of the supply chain using technology and managing and training outside service contractors but also ensuring training and capacity building at all levels of the supply chain. In addition, we’ve established and defined the protocols with government tax agencies in Uganda to manage the tax exemption processes (if required), particularly for movements through or on behalf of donor programs. The importance of a strong and healthy relationship with the various statutory agencies cannot be emphasized enough. Our depth of local management is essential to manage these relationships.
