U.S. Tightens Origin Rules with New Verification System; Thailand and Vietnam Step Up Anti-Fraud Measures

Thailand’s Department of Foreign Trade Director-General Aladda announced that the U.S. has imposed a 36% retaliatory tariff on Thai goods. In response, Thailand will intensify monitoring to prevent third parties from circumventing U.S. tariffs, ensuring genuine origin certification and combating counterfeit "Made in Thailand" labeling.
Meanwhile, Vietnam’s National Steering Committee No. 389 (anti-smuggling and trade fraud) has directed local authorities to crack down on origin fraud. Following Prime Minister Pham Minh Chinh’s April 7 meeting on adapting to global trade shifts, the Ministry of Industry and Trade issued Document 2515, mandating stricter raw material supplier oversight.
On April 15, the U.S. Customs launched a revamped origin verification system targeting tariff evasion and transshipment fraud. Importers must now submit tier-3 supply chain documentation, including production flowcharts, material procurement invoices, and energy/factory operation records. The system prioritizes scrutiny of Southeast Asian nations (Vietnam, Thailand, Malaysia, Indonesia) and Mexico, with severe penalties for non-compliance.
