China Launches Nationwide 100-Day Crackdown on Misreporting of Dangerous Goods at Sea

Recently, maritime authorities across China have convened a series of briefings to officially launch the "100-Day Special Operation" aimed at cracking down on the misreporting and concealment of dangerous goods onboard ships. This campaign marks the official start of an intensive inspection and risk screening initiative.


The operation focuses on enhancing full-chain safety supervision of dangerous goods transport by sea and aims to address long-standing issues of false and concealed declarations.


From early June to early September, maritime authorities nationwide will conduct thorough inspections and investigations, targeting the following violations:


  1. Misdeclaring dangerous goods as general cargo or hiding them within general shipments.
  2. Shippers failing to inform carriers of the proper shipping name, hazardous properties, and required protective measures.
  3. Shippers not submitting accurate solid bulk cargo information or providing false cargo names and group classifications.
  4. Carriers neglecting responsibility for verifying cargo information.
  5. Ships transporting dangerous goods in violation of certificate-approved cargo types or restrictions.
  6. Ships carrying dangerous goods without port entry/exit approval.
  7. Concealing or misreporting the nature of dangerous goods during declarations to maritime authorities.
  8. Crew members falsifying identities, forging documents, or submitting fake certifications.


Inspection Measures Include:


  • Verifying declarations and safety transport reports for dangerous goods.
  • Boarding and inspecting cargo ships (including container ships, tankers, and bulk carriers); opening containers for spot checks.
  • Supervising and auditing shipping enterprises.
  • On-site and remote inspections of crew member employment agencies.
  • Investigating vessels and declaration personnel based on reports of suspected misreporting.
  • Conducting joint inspections with transportation, customs, and public security departments.


Strict Enforcement Under the “Double Notification and Accountability” Mechanism:


  • 100% of violation information will be reported to relevant authorities.


  • 100% of reported information will be acknowledged by responsible parties.


  • 100% of accepted information will be handled according to the law.


  • 100% of enforcement outcomes will be closed-loop.
